The Department of Public Service
and Administration will investigate allegations of workplace bullying and unfair treatment of junior employees within the public service.
Minister of Public Service and Administration Ayanda Dlodlo has instructed the department’s labour and human resources units to follow up on such allegations and uncover these cases.
This comes after a Public Service Commission report published recently,
that noted cases of misconduct and other grievances against senior managers are not being investigated.
“We are concerned about such allegations of unfair treatment of junior employees.
This does not only reflect badly on our disciplinary system as the Public Service,
but it also dampens the morale of these employees and affects workplace productivity and relations,” said the Minister.
“Even though, Section 7(3) (b) of the Public Service Act decentralises discipline to respective heads of departments,
which makes it difficult for us to detect such cases immediately,
we have to make sure that we investigate such incidents and deal with them decisively,” added Minister Dlodlo.
Further to strengthen the fight against corruption in the Public Service,
a Technical Assistance Unit for discipline, ethics and integrity will be established by 31March 2019.
This technical unit, including the strengthening of the enforcement powers for
the Public Service Commission,
will contribute to the institutionalisation of enforcement mechanisms to combat corruption
and increase accountability across all organs of state, and ensure that discipline and integrity are enforced in the public service.
The team from the department’s labour relations and human resources units will commence the investigation with immediate effect
and are expected to table a report to the Minister before the end of the fi nancial year.
Reference checks In a separate development the Minister also confi rmed a circular issued
by her department regarding the use of the internet as an additional platform for reference checks on candidates who are looking for employment in the public service.
The circular to all government departments, which is not prescriptive but advisory in nature,
is intended to ensure that government’s recruitment processes are enhanced with the use of other platforms beyond the traditional means of screening.
The Minister said that the public service has an obligation to ensure that all those recruited into the system fi t with the legislative and policy prescripts of government.
